We assist in selection of the design team, then coordinate deliverables, specifications, and permit strategy (design-bid-build or design/build). - Bidding and contracting
Structured RFPs, pre-bid walkthroughs, proposal leveling, and contract negotiations so the board can award with confidence. - Resident logistics and phased execution
Stack-by-stack sequencing, water shutdown schedules, notice cadence, access coordination, protection of finishes, and contingency planning for renovated units. - Construction management with regular site visits
OAC meetings, submittal/RFI/change-order control, schedule tracking, photo-rich reporting, field observations, and quality checks (firestopping, acoustic wrap, testing). Onsite coverage scales with project intensity, including daily in-unit checks when work is active. - Turnover, restoration, and warranty
Punch lists, closeout, as-builts, operations guidance, and warranty tracking.
Owner and resident education
Clear communication is a core deliverable. We start with a project overview and town hall, then issue plain-language bulletins through construction. The goal is simple: residents know what to expect, when access is needed, and how long utilities will be affected.
Permitting Strategy
We align the design and permit path with Honolulu DPP realities, and when appropriate, we evaluate lawful pre-permit options to responsibly reduce schedule risk.

Pakalana AOAO (108 units, leasehold, Makiki)
Full design-bid-build program management, from financing procurement and legal coordination to resident town halls and weekly bulletins. Design by C2C Engineering; contractor CMS selected through competitive bidding.
Island Colony AOAO (745 units, Waikiki)
Large-scale DWV replacement with preconstruction planning, owner notice program, town halls, and regular bulletins; coordinated Okahara & Associates (engineering) and SageWater (contractor).
Makiki Royal AOAO (40 units, Makiki)
Complete DWV replacement managed through scoping, permitting, and DPP’s SAI process with Notkin Hawaii (engineer) and Hawaii Plumbing Group (contractor). Resolved legacy code issues and delivered on budget.
Franklin Towers AOAO (156 units, Salt Lake)
Building-wide DWV replacement completed in 2023. Coordinated Notkin Hawaii (mechanical engineer), SageWater (contractor), and AOAO counsel to secure a bylaw amendment that streamlined execution.
Iolani Court Plaza AOAO (347 units, Ala Moana)
Multi-scope program management including exterior restoration and a DWV replacement scheduled for completion in 2026. Coordinated C2C Engineering and contractor team, with chilled-water insulation added for efficiency.
